Does anybody know what this is? I have googled it and know it's vaguely
military but not much more than that. Any ideas?

Doing a websearch on "comms cord" should tell you what you need to know.
Several stories of how soldiers used it.

Soldiers ran communication cord between groups of fellow soldiers to
silently communicate with each other during operations such as ambushes or
sentry duty.

I believe the actual "cord" was parachute shroud lines, which does make a
light, strong cord for almost every purpose.
