It is possible to make socks without a heel that fit reasonably well
by using a diagonal rib pattern. I have a pattern for such a thing on
my site:

I know these claim to be bedsocks but I have similar patterns in my
collection for "day" socks. They are lauded as a great thing for men
serving in WWII because no heel meant greater wear and no need to make
sure you had them on the right way around.

I looked at the pattern and would love to make some up for my MIL.
but, vintage speaking, what is a #12 knitting needle in todays sizes?

If it's a UK12 (not vintage) that would be a US 2 or 2.75mm. About right
for socks.

There is a wee tool for working these things out on my site (http://
www.vintagepurls.net.nz/tools.html). Most of my vintage patterns are
British in origin (N.Z. being a British colony and all for quite some
time), so most needle sizes referred to are "old" British sizes (we
use mm in N.Z. these days).
