Hmm...posted yesterday but didn't go through so trying again...

There's an article in the May issue of The Rubber Stamper magazine
that describes a technique for creating flexible, 3-D, waterproof
images from stamps. Perhaps the technique could be adapted for your
needs. You may wish to check it out!
