Hi is there anyone out there who knowns what the non toxic binder that
is used in Silver Clay.

Nope - polymer clay and silver clay are two completely different products.

I assume you are talking about precious metal clay or art clay. I just
looked at a package of PMCplus and the package insert doesn't identify the
"non toxic binder". However I think it's cellulose.
