and indeed, you use 'line' to knot the fender
and small bits of 'rope' to fill it.

Thanks guys, that's just what I was looking for. I'd post a pic of the boat

I have seen people use half hitching to cover some type of core, like a long
nylon bag filled with straw. They also make nice looking fenders.
