What you do with these people is go to the website and fill out the form
with phony information. That way you get to spam them.

Not a good idea. You don't know what those forms are really doing. What they
say and what they really are could be two different things. You might be
downloading things onto your PC that can compromise you in some way. They want
you to go to their website for a reason and it isn't likely to be altruistic.
The best thing to do with spammers is to report them, if possible, or ignore
them.
