Default stencil paint

I have some "dry brush stencil paint" by Stencil Decor that is dried up
due to Colorado dryness. can I rehydrate it with water or something
else and then use it? they talk of the "seal" on the top and moving
it aside, but unless the seal is like a rock, this stuff is *dry*.

The seal can be like a rock. Dig down and see if you can grab "a whole
layer" of the dry stuff. You can not re-hydrate it with water, as it is
an oil base product.
