Default liquid stuff question

I remember reading about a product that you could pour onto a sticker or die
cut and it would only go to the edge and stop. For the life of me, I cannot
remember where I read this and the name of the product. It would make a
glaze like coating on top of whatever you poured it on.

Does anyone have any idea of what I might be talking about?
