Default Pattern question.

I have a pattern for a baby sweater that has raglan sleeves. The
pattern is knitted from the top. I have several rows that increase
gradually and all is looking well. My problem is the next instruction
in the pattern:

"Continuing to increas 1 st. before 1st seam marker and after second
seam marker across the row in the same manner as before, at beginning
of next 2 rows cast on 11 stitches."

Does this mean to cast on 11 stitches at the beginning and end of the
row? Am I supposed to do this twice?
If I do it once, the edge looks like this:

xx
xxx
xxxx
xxxxx
xxxxxxxxxxxxxxxx

That does not seem right to me.
Twice seems even worse.

xxxx
xxxxx
xxxxxxxxxxxxxxxx
xxxxxxxxxxxxxxxxxxxxxxxxxxx

Does anyone have any suggestions or advice?

You're casting on for the sleeves, or possibly the underarms. At the
beginning of a row, cast on 11, work the row. Turn the work. Cast on

I'm new and haven't introduced myself to the group yet but *waves hello*
If this is a top down raglan _cardigan_ , then you are adding the 11
stitches at each buttonhole/neck edge.
You could change the timing of the additional stitches to 2 at the
beginning of each row if you wanted: it would give you a more v-shaped
neckline.
If its not a cardigan pls ignore the above
