Default V or Parting Tool Measurement

Hello,

What is the correct reference for measuring the size of a V
tool?
Is it the width between the two angled cutting edges at their top or
the length
of each individual edge? For instance a No. 39 V in a 1/2" size would
be 1/2"
between the tops of the two cutting edges or the width of each of the
two cutting edges would be 1/2"?
Is that clear as mud or what.

the 1/2" is the length of each leg
