I bought a lot of stackable milk crates from Staples with the intention
of using them for cheap file cabinets

I don't understand why you don't simply buy
a "cheap file cabinet?" Seems that would
be a LOT simpler than "making do" with
something that never was intended to be a
file cabinet. And if it needs casters, that
is simple to remedy by building a "cheap
dolly" to go under the "cheap file cabinet."
