hmmm, I'm aware of a basketweave stitch in KNITTING, but NOT in crochet.
Also, if it's a BLANKET, which is usually either square or rectangular, I'm at a loss as to why you'd even NEED to DECREASE??

Maybe it's a blanket for a hammock - wide in the middle and narrow at
the ends g
