It's not a gathered ruffle, it's one that's been made by cutting a
curved piece of fabric. The easy way to cut it is by cutting a spiral;
the usual way is by sewing together sections of semicircles. The amount
of "ruffliness" is controlled by the curvature of the sections. You
can experiment with this with newspaper... cut arcs and straighten
the inside curve out to match the neckline and pin in -- you can approximate
the look you'll get fairly well.
