As to what can be done, this round came from
news.newsdemon.com, which has already shut this
guy down due to a "large number of complaints."
Undoubtedly, he'll just find another ISP and start
over. When it happens again, look at the full
headers and see where to send your contribution
to the next "large number of complaints" which
will get him canned there as well.

That's the extent of what you can do; send
complaints and/or filter.
