That doesn't look like it's a gathered ruffled to me. There are no gathers,
it's smooth where it's sewn to the body of the blouse. I've done this by
cutting circles or spirals. You can draw a spiral that you cut out so it's
like a ribbon however wide you want it plus seam allowances. Say you want
that to be about 3" wide, cut the "spiraled ribbon" 4". I'd then do a
narrow rolled hem on the outside of the spiral edge and then sew it onto
your blouse on the inside of the curved edge. The larger the circle the
looser the wavy looking ruffle, you might have to cut several circles or
spirals and use the sections that are nearest in the degree of outside
curve. That's how you get that nice sort of wavy effect instead of an actual
dirndl kind of gather as the sleeves have been gathered to the cuff bands.
