Try this link - you can search for hospitals by state, and there are a few
for DC http://www.carewear.org/index.cfm?pid=_about.cfm

Also Washington Hospital Center seems to have a neonatal unit that takes
donations.

I'm in Australia but I found this information on http://www.ravelry.com . If
you aren't a member it's free to join (and very big on the inside!). There
are many active charity groups, and groups in Washington that could give you
more links - just search "groups" once you are in.
