Please note that the proponent for this groups has no history in Google
of ever posting to any group about scrapbooks, and certainly no history
of posting to the group in question (which is carried by Google). The
steps necessary to post to this group in Google are minimal, as I
proved a few days ago when I asked the current users of the group what
their feelings were about supporting an RFD process.

The answer was an overwhelming "No."

The proponent may have some traffic figures (provided by Russ, since
they didn't bother to do any additional homework) but provides no data
about the likely level of resistance from the current users of this
group, nor does he provide any data to show that there is a significant
enough number of requests from interested users to overcome this
opposition.

In short, this proponent shows every sign of having some ulterior
motive in posting the proposal against the wishes of the current users,
and is using a pre-filled RFD that was written before more facts about
this group came to light. This proposal, without more substantiation
than traffic levels, appears to exist only as a method of harrassment.

I have posted a note to the current users of the group via Google,
since the RFD itself is already archived but shows no signs of having
been posted to the group. I do not know whether this was due to
oversight, the common Google delay, or some other reason.
