I need some reassurance - gauge by

I am attempting my first sweater and gauge is very important according
to the instructions and everyone I have ever talked knitting.
Anyway, the gauge calls for casting on 18 stitches and do 27 rows of
stockinet with number 8 needles.
My concerns:
The cast on row does not count as a row, correct?

I am thinking of making a pattern from the book Knit 2 Together by Tracy
Ullman and Mel Clark. It's a cool-looking doctor bag style purse and the
stitch is a herringbone. The pattern uses Manos del Uruguay yarn, which I
simply cannot afford at $12.50 per skein because it calls for 7 skeins....

My step mom gave me a set, nice box to keep them in. I've never juggled
them, but when holding them all in one hand and move them, with out touching
them together takes practice. Mine have a nice sound to them, the faster
you move them the more sound. I think it's good to use them to help...
