Older Singer repair in Philadelphia by

I have Singer Stylist 534 that just hasn;t been the same for the past 9
months or so. I'm seeking a recommendation for a good repair shop.
Local to Philadelphia is preferred, but I'll send it away if I have to.
I am concerned there is a problem with an overhaul done earlier in thhe

Depends on the garment....
If it's a dress or a top with just a neck facing. A bound neckline is nice.
It's a strip of the same fabric cut on the bias and sewn on like bias tape.
The same could be applied to a jacket or vest too.

I bought already made curtains. I want to shorten them. Any quick
suggestions so that it doesn't look tacky when I finish.
They are tab curtains. They fit the dinning room and the kitchen window is
