Need help with I-cord bind off by

I am putting an I-cord bind off around the top of a purse that I plan to
felt. I am all the way around to where I have just 3 stitches left on the
needle and now what do I do? How do I bind off the last 3 stitches and join
with the beginning?

This is what I do every year with the leftover Easter egg dye. That's
about 6oz of mediocre white Corriedale wool. When it is dry I'll

OK you knowing knitters! Please consider my question.
If a yarn is 70% cotton and 30% rayon and the label says dry clean
only, how would you block it? The yarn is a substitute for a different
yarn, so I don't think the pattern directions would necessarily be
right. The original yarn was 100%...
