planning a sweater by using ready made pattern by Mirjam Bruck-Cohen

confused by pattern by blair
I just bought a pattern book and I am confused by the term work over. The beginning says ch 164 with with green, then drop green, and ch 2 with pink. Does this mean that you join the pink with a slip stitch to the last green chain? I've never ran across this so I'm a little confused.
