Suggestions for cutting large numbers of strips by

Hello!
Boiled wool is a great fabric, IMO. I have some old woolen
sweaters and would like to use those to make boiled wool
vests (waistcoats.) If you have suggestions, I'd appreciate

Any tips on cutting and sewing a one-way stretch fabric?
Here's my situation:
I'm a novice sewer. I'm making a halloween costume for my dd. I don't
have a serger; my machine does have a variety of stretch and
mock-overlock stitches.

Intensive Swimming course on Wednesday, this project cost only twelve
