I think the BOCES is specifically a NYS program. I've never heard of it elsewhere, but my NY relatives have mentioned it. I am not even sure what the acronym means, but get the gist that it is an adult education program. For the dye problem, I'd suggest checking with a weavers guild (or shop)...
